PL15 Volumetric freeze timeout

The this timeout period starts at the beginning of a “frozen period” and if the “frozen period” is not finished before the timeout then an error will be flagged.
Volumetric freeze timeout PL15 will be setup in 10ms per increment.

Available setup range: 0 to 999999. A value of zero will disable this function.
